Composting

The overall picture for composting in the UK is one of continued expansion.  Existing levels of recycling and composting activities need to expand dramatically to meet the targets set out in the Waste Strategy 2007 developed in response to the EU Landfill Directive. 

In order to store, sort, compost or recycle wastes on your site you will require either an Environmental Permit or you need to register the site as exempt with the Environment Agency in England and Wales, EHS in Northern Ireland or SEPA in Scotland.  To be exempt you must comply with one of the 52 exemptions specified in Schedule 3 of the Environmental Permitting Regulations 2007.  The exemptions are currently under review, carried out jointly by by representatives of Defra, Welsh Assembly Government and the Environment Agency.  The changes were due to come into force by October 2009 however due to a high level of stakeholder involvement throughout the consultation process; the new Regulations are to be implemented from April 2010.

At present composting sites with less than 1,000m3 of compost on site at any time can operate under an exemption.  Changes to the exemption regulations for small scale composting sites are expected.  The results of these changes are likely to be that many small scale composting facilities currently operating under an exemption will need to apply for an EP.
